Deployment issues in SIN

Resolved

We investigated intermittent container-image issues and deployment failures in SIN, and tracked down the issue to a congested public Internet route from SIN to AWS us-east-1 impacting container image pull performance. Our monitoring shows this network congestion occurring daily from Jan 10-12, roughly between 02:00-18:00 UTC.

We deployed a change to our container registry to route around this network congestion, so the deployment issues should now be resolved moving forward.
